The lame duck Trump administration has finalized a rule that would bar the government from regulating carbon pollution from several industrial sectors. While power plants will still be subject to regulation, oil and gas producers, refiners, steelmakers and other industries are to be deemed “necessarily insignificant” sources of greenhouse gas pollution. Because those industries each make up less than 3% of U.S. greenhouse gas pollution, they will be exempt from EPA regulation under the rule.
