The Trump administration created bureaucratic obstacles to delay about $20 billion of relief for Puerto Rico after Hurricanes Irma and Maria, and then obstructed an investigation into the delays, an inspector general report released Thursday says. Hurricane Maria killed thousands of Puerto Ricans and left the island without power and clean water for months. Also Thursday, researchers from the George Washington University and the University of Puerto Rico announced they will survey nearly 1,700 people to learn more about why the death toll of the Category 4 storm was so high.
