Less than two weeks after NOAA increased its forecast for the 2023 Atlantic hurricane season, four named storms formed in just 39 hours, with Tropical Storm Harold making landfall in southern Texas and Tropical Storms Franklin dumping heavy rain on the Island of Hispaniola. Harold brought some (welcomed) heavy rain to South Texas and knocked out power to thousands of homes and businesses. Franklin is expected to linger over Haiti and the Dominican Republic and could dump as much as 15 inches of rain over the central part of the island, raising concerns of deadly mudslides and flooding.
